You have a good battery Your contacts on the battery terminals are clean Your starter wire is healthy Your contact on your engine block ground is connected You have it in Neutral You aren't shorting ANYWHERE (check to see if the wire connecting the solenoid to the starter motor isn't shorting out on the heat shield You can spin the motor an entire revolution with a wrench.If all these fail I would recommend getting a NEW starter.
